Job Designation

The Manager of Programs and Engineering Operations Excellence will manage site wide programs and projects throughout the program lifecycle to meet cost, schedule and performance requirements as well as Engineering operations excellence to ensure a robust process driven organization with optimal agility and efficiency through the utilization of class leading lean principals.  Deliver business case objectives for assigned programs.  Manage and work with internal and external program stakeholders to resolve conflicts, provide timely reports and information as necessary.  Manage allocated resources to deliver program requirements. Manage customer’s expectation within the contract or chartered scope of work. Nurture and develop an Agile mindset and methodology as necessary towards project management. This is a hands-on line leadership role.

Job Core Responsibilities

•    Responsible for managing all aspects of Program management, Project management and Engineering operations excellence for the site
•    Manage the interface with internal and external customers for all site programs/projects
•    Guide the team to communicate and coordinate effectively with other departments
•    Provide leadership and career development opportunities to the team
•    Communicate clearly and decisively to ensure that each employee understands their roles/function and how to achieve objectives
•    Develop and communicate the following:
     o    Program & Project management plans including any fully linked and resourced program schedules needed
     o    Required program organization and resources (in conjunction with functional management)
     o    Cost budget required to deliver program objectives (as distinct to any price quoted to a customer)
•    Monitor and control:
     o    The emerging business case versus the approved business case
     o    The emerging program deliverables, risks, issues and costs and report performance to all levels of management regularly
     o    Program resources, in conjunction with relevant functional managers, to deliver functional objectives, (e.g. work with Engineering to deliver a compliant design, work with Commercial to re-negotiate scope extensions.)
     o    Develop, communicate, and execute project plans.  Establish appropriate planning and controls to meet performance objectives, budgets, and schedules.
     o    Manage assigned projects to (1) complete development milestones on-time and in compliance with contractual/chartered obligations, (2) meet business case part cost objectives and development cost budgets, and (3) assure design compliance to requirements.
     o    Lead an integrated project team that includes engineering, manufacturing engineering, quality assurance, and other personnel.  Lead team meetings and assure accountability and follow through on project actions.
     o    Summarize and communicate areas of potential impact to customer or contractual agreements; identify & communicate corrective actions.
     o    Manage technical and project level risk processes as well as internal scope and change control activities.
     o    Ensure adherence to company product lifecycle management process expectations and similar industry standards
     o    Present project status to company management and others as required.
     o    Develop, and improve process improvements 

Job Specifications

Education: Bachelor’s degree in Engineering, Technology Management Applied Science, Business or related field required. Post-graduate degree a plus.
Years’ Experience: Minimum of 10 years’ experience in program or project management
•    Product development and manufacturing experience with an aerospace or Industrial Gas Turbine supplier is preferred
•    Experience with electro-mechanical, fluid management and/or thermal systems is a plus 
•    Experience working in Agile project management environments
•    Experience with deploying lean principals
•    Process oriented
•    Personal/individual performance management
•    Building and leading teams
•    Good oral and written communications in English
•    Production planning and control system (MRP)
•    Business acumen with understanding of capital budgeting analysis (NPV & IRR)
•    Experienced with product lifecycle management (stage gate) processes
•    Performance management and accountability orientation; 
•    Skill in project planning, scheduling/budgeting, and control (PMBOK knowledge areas) using Microsoft Project Online/Server (Online preferred)
•    Experience with Jira and Jama a bonus
•    Proficient with Microsoft Office applications, including Microsoft Project
