Job Designation

The Human Resources Business Partner manages the administration of the human resources policies, procedures and programs and carries out responsibilities in the following functional areas: departmental processes, Human Resource Information Systems (HRIS), employee relations, training and development, benefits, recruiting, leave of absence, recruiting, labor relations and other related activities.

Job Core Responsibilities

• Implements and reviews Human Resource processes/systems on an on-going basis for effectiveness within the HR department
• Drives processes related to all full cycle recruiting activities
• Proactively administers HR policies, programs, and other employee information
• Ensures compliance with all regulatory agency rules/requirements
• Responsible for oversight of the Affirmative Action plan including reports, audits and regulations
• Maintains internal and external recruiting processes including managing online systems for applicants, scheduling interviews, interfacing with staffing agencies, hiring managers and candidates
• Coordinates internal changes within the HRIS system in a timely and accurate manner
• Assists in evaluation of reports, decisions, and results of department in relation to established goals
• Tracks, maintains and manages all items related to Workers Compensation
• Tracks, maintains and manages all items related to Leave of Absences for FMLA, CFRA, ADA, PDL and in compliance with Collective Bargaining Agreement (CBA)
• Assists with open enrollment process and administration of benefit plans
• Coordinates all company compliance activity and training
• Responsible for departmental reporting, monthly and quarterly HR metrics and data submission to management and corporate office
• Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
• Provides support to employees and managers on various employee relations items as needed
• Conduct audits of all I-9 forms and documentation regularly to ensure forms are in compliance
• Create and maintain professional level job descriptions
• Coordinates employee engagement events, quarterly all hands meetings, service awards, holiday events, etc.
• Conduct exit interviews of all professional level positions
• Interprets and Administer Collective Bargaining Agreement (CBA) to ensure compliance
• Performs special projects related to HR and at times is the HR representative on cross functional teams
• Trains department employees on general HR processes
• Performs other duties as assigned

Job Specifications

Minimum Qualifications The following are the minimum job-related qualifications which an individual needs in order to successfully perform the essential duties and responsibilities of the job
Education Level: (Required):  Bachelor's Degree or equivalent experience           

Field of Study/Area of Experience:
• 3+ years of experience in and/or training; or equivalent combination of education and experience.
PHR or SPHR Certification a Plus
• California laws and requirements as it pertains to Human Resources benefit administration.

Skills, Knowledge and Abilities List

• Demonstrated knowledge of HRIS systems, Applicant Tracking Systems and other related programs
• Ability to multi-task and manage multiple priorities in a timely and efficient manner and anticipating critical deadlines
• Excellent verbal and written communication skills with all levels of employees and management
• Demonstrated current knowledge of employment law, industry trends, new developments and state and federal statutes regulating human resources functions
• Ability to adapt to new reports, functions and simple software programs  with assistance
• Understanding of confidentiality within the HR department
• Ability to lead a team or group of people in a constructive, productive and fair manner
• Sound administrative skills with a high level of accuracy and attention to detail
• Excellent PC skills (Excel, Word, Outlook, PowerPoint, etc.)
