Job Designation

The Commercial Manager, US Government Contracting oversees the contract and agreement processes for all military programs – direct USG, Indirect, FMS, and direct foreign government opportunities in support of Meggitt’s military growth aspirations. Prepares contractual agreements and provides commercial related advice. Drafts and reviews contractual documentation and negotiates agreements in accordance with corporate policy and applicable legal requirements, including but not limited to the FAR and DFARs. Ensures compliant and efficient performance throughout the product life cycle and the life of the contract, including flow downs, modifications and interpretations to completion.

Job Core Responsibilities

•    Oversees the bid teams’ responses to RFI's or RFP's, including obtaining necessary internal approvals and adhering to contracting policies, laws and regulations. Assesses contractual and commercial risk and provides appropriate advice to Leadership team. Responsible for generating terms and conditions compliance matrices and making recommendations in accordance with Meggitt policies. 
•    Ensures compliance with contracting policies, laws and regulations, including but not limited to Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplements, Cost Accounting Standards, Export Administration Regulations and International Traffic in Arms Regulations.  

•    Coordinates flow-downs of contractual requirements and terms and conditions with all functional departments including program management, engineering, product support, finance, quality, supply chain management, manufacturing, as required. Monitors and analyzes the administration of contracts to ensure compliance with contract terms and company policies.
•    Coordinates and prepares commerciality and data rights assertion packages.
•    SME for Safety Systems US Government pre- and post-award contracting policies and procedures.  Provides advice and guidance as required.
•    Coordinates commercial intermediary activities associated with US Government products in accordance with Group policies.

•    Provides input related to work transfer & Low Cost Region (LCR) sourcing activities involving USG end uses to ensure compliance with customer requirements and internal and external regulations and policies

•    Works closely with Meggitt’s trade compliance staff to identify and communicate potential trade compliance issues and resolution paths.

•    Other responsibilities as assigned

•    Consistent exercise of independent judgment and discretion in matters of significance.

•    Regular, consistent and punctual attendance is required. May need to work nights and weekends, variable schedule(s) and additional hours as necessary

Job Specifications

Education : Post-Secondary Degree in related field or equivalent combination of relevant education and work experience that will allow successful performance of job expectations 
Certifications :
Years Experience : 5-7 years of relevant experience in Commercial or contract management with an emphasis in US Government Contracting
Skills : 
•    Expert knowledge of federal acquisition process, government contracting principles and regulations (e.g., FAR, DFARS, contract specific flow downs, etc.).
•    Understanding of contractual terms and conditions and high risk terms.
•    Knowledge of ITAR, EAR and related U.S. regulations
•    Excellent negotiation and conflict resolution skills.
•    Solid problem solving, decision making and analytical capabilities
•    Ability to understand business goals and the interrelationship with compliance
•    Strong interpersonal skills to drive tasks to completion; effective oral and written communication skills, with strong attention to details
•    Ability and willingness to learn and thrive in a fast-paced, rapidly changing environment.
•    Demonstrated ability to manage multiple tasks simultaneously without sacrificing quality or timeliness. 
•    Strong ability to effectively communicate with internal and external customers.
